MANILA, Philippines — Justice Secretary Jesus Crispin Remulla on Friday said he was approached by a possible whistleblower involved in the alleged anomalies in flood control projects being investigated by the government.
According to Remulla, the possible whistleblower approached him through a lawyer and is from one of the Top 15 contractors who received the majority of flood control projects from the government.
“I have been approached by a lawyer representing a potential whistleblower, and they have told me…He’s given me an idea of what happened in one of the projects in Central Luzon, in projects worth P5 billion. Ghost projects,” Remulla said in a press briefing.
Remulla said the informant has also told him about the various modus operandi being employed by the contractor, how the money is distributed, and its irregularities.
“But it hasn’t been continued yet. They just gave me the idea that the contractor took 40 percent, the DPWH this amount, that the money will be encashed… even though only DPWH is payable on the contract,” said Remulla in Filipino.
“He told me different modus last Saturday, that’s why tomorrow I think he will come forward,” he added.

Remulla then said that apart from the potential informant who approached him, other whistleblowers are also welcome in the Justice Department, as they have a Witness Protection Program.
