With whistleblower retaliation complaints on the rise at the Department of Homeland Security, the Government Accountability Office is reporting that DHS whistleblowers face lengthy investigations into those complaints and delays in taking action on substantiated cases of retaliation.
GAO’s report, released Thursday, finds those challenges could cause major challenges for whistleblowers and undermine the reporting process itself, at a time of rising complaints across DHS.
The DHS Office of the Inspector General, which is responsible for investigating cases of whistleblower retaliation, told GAO it has taken steps to increase staffing and improve timeliness in its Whistleblower Protection Division (WPD).
GAO found the DHS OIG’s Office of Investigations received roughly 236,000 complaints alleging wrongdoing between fiscal 2018 and 2025. Out of those, 3,025 complaints were identified as allegations of whistleblower retaliation and routed to the WPD.

The number of whistleblower retaliation complaints reviewed by the OIG increased from 75 in 2018 to 834 complaints in fiscal 2025, according to GAO’s report. More than half the retaliation complaints at DHS over the seven-year period reviewed by GAO occurred in either 2024 or 2025.
