A bill to expand Minnesota’s Public Employment Relations Law is currently included in both the Senate and House omnibus labor policy bills.
Provisions that would expand the rights, access, and bargainable conditions for bargaining units are included in SF 1384 (Sen. Jennifer McEwen, DFL-Duluth) and HF 1522 (Rep. Michael Nelson, DFL-Brooklyn Park), the labor policy omnibus bills.
The bills would require certain data access for exclusive representatives, provide expansive facility and email access for exclusive representatives including meeting with new employees on paid time, and make staffing ratios a subject of collective bargaining.
Both bills have been voted on and passed by the House and Senate chambers. Conference committee members have not yet been assigned to the bill, and no hearing has been scheduled. The League continues to share concerns with members of the Legislature regarding the bill.

Staffing ratios to be collectively bargained
The bills would change current law related to inherent managerial policy, in which a public employer is not required to meet and negotiate on certain matters. This section of law would be changed to strike the number of personnel, making it subject to bargaining. The bill adds to the current law’s terms and conditions of employment that are bargainable to include staffing ratios.
