Rialto Unified whistleblower alleges district destroyed, hid evidence during audit - San Bernardino Sun

A Rialto Unified Nutrition Services supervisor who went public with allegations that top managers had for years falsified student meal count numbers to receive more government subsidies now alleges that the district allowed evidence to be destroyed or removed during a forensic audit.

In a claim filed with the district on Oct. 3, Sarah Dunbar-Riley of Rialto also alleges whistleblower retaliation and harassment for first reporting the alleged corrupt practices in the Nutrition Services department in June 2023, then disclosing them publicly after the district allegedly covered them up.

Dunbar-Riley and several other Nutrition Services employees who spoke on condition of anonymity went public with the allegations in December 2024, prompting an investigation by the Southern California News Group. In March, newly appointed interim Superintendent Judy White commissioned a forensic audit of the department shortly after the board appointed her to the position. The audit and administrative investigation are ongoing.

The subsequent resignation of Nutrition Services Lead Agent Fausat Rahman-Davies, which will take effect on May 1, 2026, and retirement of Assistant Agent Maria Rangel on June 30 followed. They had both been placed on administrative leave at the onset of the audit and investigation and never returned to work. Rahman-Davies will remain on paid leave until she departs the district.
