The government is moving forward with a plan to create and utilize a fund sourced from penalty revenues in order to support citizens affected by personal information leakage incidents. Reflecting a rise in large-scale data breaches, it will introduce a whistleblower reward system and enhance the effectiveness of sanctions. The system for using personal data in artificial intelligence (AI) applications will also be newly established.
The Personal Information Protection Commission reported these plans for the second half of 2026 to President Lee Jaemyung at the Blue House's State Guest House on the morning of the 16th.
In its work briefing, the Commission presented four major priorities: promoting the everyday protection of personal data through a widespread prevention system; establishing a safe personal data utilization framework for AI transformation (AX) innovation; enhancing personal data rights in ways that are tangible for the public; and ensuring swift investigations, actions, and effective sanctions.
The measure to use penalty revenue as financial resources for compensation to victims of data breaches is proposed as part of efforts to enhance personal information rights.
