1992 Constitution: Indemnity clause, Ex-gratia, etc... Do we still need these?
RITCHIE COUNTY, W.Va. (WCHS) — The man who proclaimed he was the West Virginia State Police whistleblower, who brought to light several allegations into the agency, has been indicted by a grand jury in an alleged domestic violence case.
A Ritchie County Grand Jury indicted Joseph Comer on charges of strangulation, domestic battery and violating a protective order.
Comer's bond was revoked in September after prosecutors said he violated his bond by communicating with the accuser, his ex-wife Vikki Mara.
Comer and his attorney insisted he is the victim of a smear campaign by former West Virginia State Police administrators after being suspected of being the whistleblower who came forward regarding alleged instances of criminal activity within the agency.
West Virginia State Police also filed a letter to terminate Comer's employment with the agency in September.
