Individuals collecting kickbacks could face 2 years of impisonment
A 68-year-old Singaporean has been fined $90,000 for collecting employment kickbacks from migrant workers in December 2020.
Loo Kim Huat — group head for conservancy at WIS Holdings Pte Ltd, which manages cleaning and maintenance services firm Weishen Industrial Services Pte Ltd — has been convicted under Singapore's Employment of Foreign Manpower Act (EFMA).
His conviction stems from his collection of $112,400 in employment kickbacks from 18 migrant workers.
According to the Ministry of Manpower, Loo collected between $900 and $7,000 from each worker. He took the kickback as a condition for the renewal of their work passes.
Loo faced a total of 18 charges, and he pleaded guilty to six of them. The remaining 12 were taken into consideration for his sentence.
In addition to the $90,000 fine, Loo was also sentenced to a penalty order of $42,000.
He has since paid a total of $83,050 as restitution to the affected migrant workers, according to MOM. Nine of the 18 affected employees have returned home.
The remaining nine are still working in Singapore, including three who are employed at Weishen.
Collecting kickbacks 'serious offence'
Meanwhile, MOM said Loo conspired with four individuals to accomplish his scheme. They are:
- Lim Choong Seng, a former Site Manager at Weishen
- Kabir Mohammad Humayun and Robel, two conservancy workers
- Kamaruzzaman, an employment agent based in Bangladesh
