The new plan boosts the modernisation of the agency and strengthens the fight against labour fraud in the digital sphere

The Council of Ministers has approved the Labour and Social Security Inspection (ITSS) strategic plan that will guide the actions of the government agency over the next three years is committed to a more preventive, selective and digitalised labour inspection.

The plan is specifically aimed at combating new forms of fraud linked to digitalisation, such as artificial intelligence, international teleworking and algorithmic discrimination. Therefore, new technological tools are introduced (such as computer forensic laboratories or algorithmic rules) that will increase the control capacity of the ITSS. All of this places companies in a more sophisticated, digitised and demanding surveillance environment.

How will the new ITSS plan affect companies and what areas will they have to pay special attention?

Labour fraud and irregular employment

The plan has an impact on the detection and regularisation of undeclared employment, with special emphasis on digital platforms, false self-employed, associated work cooperatives and fraud in part-time hiring.

In addition, data cross-checks between public administrations (including the Tax Agency) will be intensified.
