State board rules against whistleblower complaint filed by former health commissioner - WTOV Steubenville

JEFFERSON COUNTY, Ohio — The state personnel board of review has ruled against a whistleblower complaint filed by former Jefferson County Health Commissioner Nicole Balakos.

The complaint was filed after Balakos was terminated in September 2020.

In its ruling, the board said the health department terminated Balakos properly because she had not stepped down as health board president when she was interviewed to become health commissioner in June 2019.

That left the health board in violation of ethics standards. The state personnel board did not find that Balakos was terminated for disagreements over mask enforcement powers with Commissioner Dave Maple or board member Dr. Patrick Macedonia, nor that a majority of the board was not supportive of Balakos.
