Testimony on Bill 24-0712, the "Domestic Worker Employment Rights Amendment Act of 2022" - The D.C. Policy Center

On Thursday, June 16, 2022, Director of Research and Policy Emilia Calma testified before D.C. Council Committee on Labor & Workforce Development on Bill 24-0712, the “Domestic Worker Employment Rights Amendment Act of 2022”. The bill is intended to provide resources and protections for domestic workers in the District of Columbia.

But, as drafted, in contrast to its stated intent, the bill may reduce opportunities for the most vulnerable workers. Little is known about the demographics and number of domestic workers in the District, and the bill does not examine the impact employment agreements will have on workers. By formalizing employment agreements, the bill may close doors to workers whose immigration status cannot be verified. Additionally, formal employment agreements will likely lower take home wages of domestic workers, as workers will bear the tax incidence imposed on employers.
