The Texas Regulatory Consistency Act, an effort to give the state exclusive power to regulate employment-related matters, took a major step forward April 18 as it received the first of two votes needed for approval in the Texas House.
The 92-55 voted moved House Bill 2127, shepherded by Rep. Dustin Burrows, closer to the finish line of this year's legislature. HB 2127 would give the state exclusive power to regulate paid time off, hiring practices, benefits and scheduling regulations across Texas.
It’s counterpart, Senate Bill 814, carried by Sen. Brandon Creighton, R-Conroe, remains pending in the Senate Committee on Business & Commerce.
The bill is supported by Gov. Greg Abbott as well as some business leaders who say the legislation is needed to standardize regulations that can change from one city to the next.
Burrows, a Lubbock Republican and attorney with Liggett Law Group PC focused on personal injury and wrongful death cases, has previously shared that the bill would free businesses from the difficulty and added cost of navigating a "patchwork" of regulations implemented by municipalities.
"I think for many of us, the piecemeal approach isn't working. Every time we turn around, there's more and more and more of these inconsistent regulations popping up in the various cities, and so that's why it's time, in my opinion, to do something this significant,” Burrows previously said.
