'That's not good': How an appearance by Officer X whistleblower at committee sparked worry at DND - Yahoo News Canada

A whistleblower’s appearance before a parliamentary committee in 2024 sparked a flurry of concerned texts by public servants as they worried he would reveal the defence department had violated his privacy a number of times.

Navy Lt. Patrick White testified before a parliamentary defence committee on April 17, 2024, about the navy leadership’s attempts to cover up the actions of an alleged sexual predator who is referred to in some internal military records only as “Officer X.” White, assigned to an Ottawa-based naval reserve unit, also warned members of Parliament there was a danger of further risk since Officer X had a civilian job in which he had direct influence over children.

White’s appearance sparked a series of messages between public servants at the Department of National Defence’s access-to-information branch, according to records obtained by the Ottawa Citizen.

The naval officer had tried to use the Access to Information Act to obtain documents about Officer X, but during that process DND violated the law by revealing to military leaders that it was White who was seeking the information. The identities of those filing access-to-information requests to government are considered private information under the law.

Other aspects of White’s personal information were also circulated without his permission, in violation of the law. In addition, White’s medical information was shared among Royal Canadian Navy public affairs officers.
