New WHIP program offers up to $30,000 for tips that lead to criminal charges
Reporting fraud against the U.S. government could now be worth thousands of dollars. Donald Trump and JD Vance have unveiled the Fraud Whistleblower Incentive Program, or WHIP, a new $25 million initiative funded by the Treasury and administered by the Justice Department. Citizens will be able to submit information through america.gov/fraud and, if a tip leads to criminal charges, could quickly receive a reward ranging from $10,000 to $30,000. Priority areas include fraud involving federal health care programs, child care centers, home health services and numerous other government programs.
Trump promises 1%, but Justice Department rules are more cautious
During the announcement, Trump went beyond the rules published by his own Justice Department. “If you report somebody and you find a billion dollars, we give that person a 1% commission,” the president said, arguing that the percentage could also apply to fraud involving tens or hundreds of billions of dollars. The official WHIP rules, however, set an initial maximum award of $30,000, granted at the Justice Department’s discretion. People whose information helps recover larger sums may still be eligible for other federal reward programs. Trump also said he wanted to personally serve as “the referee” in cases where several people claim credit for the same tip, while the official rules assign that decision to the Justice Department.
