A whistleblower complaint filed against Director of National Intelligence Tulsi Gabbard has been stuck in limbo for months, locked away at such a high classification level that almost nobody outside a very small circle has actually seen it.
What do we know about the whistleblower so far? Very little has been made public about the person who filed the complaint. The identity remains completely protected, which is standard for intelligence community whistleblowers. The only concrete details that have surfaced come indirectly through the lawyer representing the whistleblower and through official statements.
The complaint was submitted last May to the intelligence community’s inspector general. That timing, mid-2025, places it several months into the second Trump administration, after Gabbard took over as DNI. The whistleblower’s attorney is Andrew Bakaj, a well-known lawyer in national security circles who has represented other high-profile intelligence whistleblowers in recent years. Bakaj has not disclosed anything about his client’s background, position, or exact role inside the government.
What the complaint reportedly alleges
According to a report from the Wall Street Journal, the filing accuses Gabbard of some form of wrongdoing. The complaint also points to possible misconduct inside “an office within a different federal agency,” meaning at least one other part of the government is implicated.
