According to The Times, Channel 4's program is based on the claims made by whistleblowers.
The Times said that Channel 4 based its program on the claims made by Hanzeer Azad Maulana, the whistleblower, who at one-time was the Spokesperson and Finance Secretary of present-Sri Lankan State Minister Sivanesathurai Santhirakanthan.

Maulana claimed Pillayan immediately saw the utility of extremists only interested in “death”.
Maulana claims Pillayan and Salley engineered their release from prison before he arranged for Salley to meet them.
