Vietnam to modernize labor market with skills certification and a national employment exchange.
The Office of the President held a press conference this morning to announce several laws passed during the ninth session of the National Assembly, including the 2025 Employment Law, which will take effect on January 1, 2026.
Deputy Minister of Home Affairs Nguyen Manh Khuong stated that the new law revises several regulations related to qualification frameworks, national vocational skill standards, and the assessment and issuance of national vocational skill certificates.
These updates aim to meet the demands of the labor market while aligning with regional and global standards for vocational skills and qualifications.
The law now allows workers seeking employment abroad to access loans from the Vietnam Bank for Social Policies to cover training and related expenses. This measure supports sending skilled workers to high-income, secure labor markets.
The legislation institutionalizes the Party's directive on restructuring the political system’s organizational apparatus and the two-level local government structure.
Deputy Minister Khuong emphasized that the 2025 Employment Law authorizes the government to establish conditions for the formation, organization, and operation of public employment service providers. This aims to further develop a public employment service system that offers free services to workers.
