A former V.I. Housing Finance Authority executive and whistleblower who sued VIHFA and its leadership more than 18 months ago will be allowed to interview the agency’s former employees without the defendants’ attorney present, a V.I. Superior Court judge said Thursday.
Former VIHFA Chief Operating Officer Stephanie Berry filed a wrongful termination lawsuit against the agency and its then-leadership — former Chief Disaster Recovery Officer Dayna Clendinen and former Executive Director Eugene Jones Jr. — in December 2024, alleging that the territory “will stand to lose millions of dollars through recapturing of federal funds due to noncompliance with policies and procedures.” Berry also claimed that recovery projects funded through the Federal Emergency Management Agency were at a standstill because of inaction by VIHFA leadership and that at one point, Jones warned her that “if she kept putting things in writing, it would be to [her] detriment.”
The Housing Finance Authority responded by saying Berry’s complaint “portrays her as a cantankerous and disruptive employee who was terminated because she was not a good fit for the organization.”
In June 2025, the defendants’ attorney, Shari D’Andrade, asked the court for a protective order prohibiting Berry’s attorney and investigator from interviewing former VIHFA employees without D’Andrade’s presence and consent.
