As 2025 continues to get under way and a new session of Congress begins, it is worthwhile to take stock of the most pressing reforms to whistleblower rights which must be addressed.
Given the diverse web of laws which offer whistleblower rights to individuals in different industries in sectors, there are a diverse number of issues currently facing whistleblowers. The reforms outlined below would advance whistleblower rights in a number of crucial areas, including AI and airline safety, the federal government, and Wall Street.
In 2025, Congress and the federal government must implement these reforms, in order to further empower whistleblowers to advocate for public safety, expose corruption at home and abroad, and root out waste and fraud.
Fully Implement the AML and Sanctions Whistleblower Program:
The Anti-Money Laundering (AML) Act of 2020 and the subsequently passed AML Whistleblower Improvement Act, established the AML and Sanctions Whistleblower Program administered by the Financial Crimes Enforcement Network (FinCEN). This program promises to revolutionize the United States’ anti-corruption efforts by offering anonymous reporting channels and monetary awards to whistleblowers around the world with information on money laundering and sanctions evasion.
However, to date, FinCEN has not fully implemented the program. Regulations outlining the procedures for whistleblowers to make disclosures and qualify under the program have not been released and FinCEN has not begun...
