An anonymous federal whistleblower has alleged that the U.S. Postal Service rushed development of a new system for processing outbound federal-election ballot mail, compressed or bypassed normal testing, and may have continued related work while earlier court orders restricted implementation of the underlying policy. The allegations have not been independently substantiated by USPS records, sworn testimony, a court finding, or a public investigative report.
The allegations appear in an Aug. 30 disclosure submitted by Whistleblower Aid to Sen. Richard Blumenthal, D-Conn., ranking member of the Senate Permanent Subcommittee on Investigations. On Aug. 31, Blumenthal asked Postmaster General David Steiner for records and explanations concerning the system, known as the USPS Federal Ballot Mail Portal.
The underlying policy is not merely proposed: USPS issued a final rule on Aug. 26, effective Aug. 21, establishing new standards for outbound federal ballot mail. The rule requires states using mail-in or absentee ballots in federal elections to provide voter names, mailing addresses, and unique Intelligent Mail barcodes through a USPS portal. It also authorizes USPS to refuse or return outbound ballot mail that does not meet the rule’s design standards or is addressed to someone not included on the applicable state participation list. The provisions concern ballots sent to voters, not completed ballots voters return to election offices.
