A whistleblower complaint about a top cabinet official in President Donald Trump’s White House is so classified that officials need to figure out a way to share it with Congress.

The Wall Street Journal exclusively reported that the complaint against Director of National Intelligence Tulsi Gabbard has sparked a behind-the-scenes battle over how to assess and handle it.

The whistleblower’s attorney has accused Gabbard of stonewalling the complaint.

Gabbard’s office has rejected that characterization, saying that it is navigating a unique set of circumstance and working to resolve the issue, the Journal reported.

The complaint is so highly classified that it’s reportedly locked in a safe.

The complaint’s contents could cause “grave damage to national security,” according to one official who spoke to the Journal.

The complaint also implicates another federal agency in addition to the office of the DNI and raises potential claims of executive privilege that could involve the White House, officials said.

The Journal said that the complaint was filed last May with the intelligence community’s inspector general, according to a November letter that the whistleblower’s attorney, Andrew Bakaj, addressed to Gabbard.

That letter accused Gabbard’s office of hindering the sharing of the complaint with lawmakers by failing to provide needed security guidance on how to do so.
