Whistleblower dies while awaiting NPA decision - Step Up SA

Bloemfontein – The passing of Teboho Mosuoane, Head of Legal Services at the Free State Department of Agriculture and Rural Development, has sent shockwaves through the provincial government.

Mosuoane passed away on Sunday morning following a short illness.

His death comes at a critical time, as he was regarded as a key witness in a matter currently before the National Prosecuting Authority (NPA).

The case relates to the irregular appointment of a parallel Director of Legal Services while Mosuoane remained in the position.

The matter is understood to be under consideration by the NPA after the Hawks completed their investigation and returned the docket for a prosecutorial decision.

Mosuoane had previously raised concerns regarding payments amounting to approximately R1.8 million linked to the parallel appointment process.

Records indicate that payments were made on 10 May 2024 to Waduku Projects & Nkanyi, which received R910 680, and Siya Enterprise, which received R958 611 but no goods were delivered.

Five months before the payments were made, Mosuoane faced an attempted transfer to the Department of Sport, Arts and Culture, a move that ultimately did not materialise.

His death comes as anticipation grows over possible developments in the case, with sources indicating that arrests may be imminent pending the NPA’s decision.
