A former counter-terrorism officer has delivered a bombshell submission to the royal commission probing the Bondi Beach terror attack, which alleges severe capability issues plagued the AFP in the years leading up to the alleged Islamic extremist massacre.
The whistleblower, whose identity cannot be revealed, was a senior AFP commander who told the commission the agency knew of severe staffing shortages impacting counter terrorism, including "critical" vacancies just months before the Bondi Beach shooting on December 14 last year, in which 15 people were murdered.
He told the commission that capability issues were well known by the agency, with one Executive Briefing from May, 2024, warning Counter Terrorism and Special Investigations vacancy rates had exceeded 25 per cent.
"This Executive Brief represents the culmination of sustained resourcing pressures affecting the CTSI Command, the AFP command responsible for counter terrorism and countering espionage and foreign interference," he wrote.
