Rajkot: A joint commissioner of the revenue department Priyesh Bheda posted in Mumbai has alleged that he has been wrongly chargesheeted by his department for a complaint he had filed with the Central Vigilance Commission (CVC) against his senior in 2011 when he was posted at Ahmedabad.
Bheda recently challenged the chargesheet served to him in 2018 in the Bombay High Court. The hearing is expected in November.
According to Bheda, a customs officer Yogesh Shah who was his subordinate passed on a piece of confidential information to an external agency out of his jurisdiction. The department wanted Bheda to take action against Shah. However, Bheda alleged that his then senior Harcharan Singh did not allow him to take action against Shah.
Bheda at that time under the whistle-blower’s policy (with the condition not to declare his name to his superiors) wrote a letter to CVC alleging that there was undue delay in taking disciplinary action against Shah. Following his complaint, Singh took voluntary retirement and disciplinary actions were taken against Shah.
However, Bheda was served with a chargesheet in 2018 by the Central Board of Excise and Customs. In the chargesheet, it was alleged that Bheda’s complaint against Singh and his subordinates was found to be false, baseless and without any supporting evidence. Bheda was accused of acting “in a manner unbecoming of a government servant” and also accused of “abusing the complaint machinery”.
