Months after investigators uncovered the remains of more than 100 dogs at a Northern California animal rescue, the whistleblower who helped expose the mass grave is asking Attorney General Rob Bonta to intervene.

Jennifer Raymond submitted a complaint to Bonta’s office Tuesday asking the attorney general to seek the dissolution of Miranda’s Rescue, the Humboldt County nonprofit at the center of an ongoing criminal investigation. The complaint also seeks the appointment of a court-ordered receiver to take custody of the estimated 40 dogs that remain at the facility.

Raymond said she spent nearly two decades alerting local authorities to concerns about owner Shannon Miranda before the investigation began. The morning after investigators first searched the property, she said she called Humboldt County Sheriff William Honsal and offered to help find placements for the animals still there.

“He said, ‘Oh no, we’re not taking the animals out of there.’ I said, ‘You’re not?’ And he said, ‘No, no, those are Miranda’s property, and they will just stay there’” Raymond told The Bee. “I was horrified.”

Her concern grew after investigators returned to the property and excavated scores of decomposing dog remains, many showing evidence of gunshot wounds. Investigators later determined that more than 700 dogs transferred to the rescue remained unaccounted for.
