The claim: World Health Organization recommended kids have first sexual experience between ages 9 and 12
An April 27 Facebook video (direct link, archive link) shows a woman wearing an American flag hat and orange safety vest speaking to the camera and warning of a purported action by a major international agency.
“The World Health Organization is continuing to push their agenda – take a look at this,” she says at the start of the video. “World Health Organization is recommending children between the ages of 9 and 12 to have (sic) their first sexual intercourse experience. Nine and 12, when they’re still children.”
She also asserts the organization is encouraging children to learn how to view online pornography and supporting masturbation starting between the ages of 0 and 4.
The video was shared more than 5,500 times on Facebook.

A 2010 publication by WHO's European office said children in this age group should receive information about sexual experiences. It also said they should develop the skills to make conscious decisions about sexual activity and that the guidelines were not meant to be an implementation guide.
