William Simpson is an associate in the Crisis Management Litigation & Government Response Practice Group. His practice focuses on the intersection between complex civil litigation and government investigations or enforcement actions. William has extensive experience in guiding clients through their interactions with the government, both to resolve litigation and to avoid it, including clients’ responses to government inquiries, subpoenas, False Claims Act whistleblower complaints, Anti-Kickback Statute issues, interactions with state attorneys general, and administrative enforcement actions and Administrative Procedure Act (APA) issues. He also regularly represents clients in private-sector complex commercial disputes.
As a trial lawyer, William recently helped win a full acquittal for a white-collar defendant in a jury trial, taking witness examinations and cross-examinations that undermined the government’s fraud and embezzlement theories. He also has experience in bench trials in federal court and before an administrative law judge.
His government defense practice emphasizes administrative law and constitutional issues, including defending against agency enforcement actions or challenging them in court, responding to agency rulemaking, and all facets of the APA. He has been involved in the growing body of case law responding to agency enforcement by bringing separation of powers challenges to federal agencies.
