A recycling plant operator in Philadelphia committed numerous unfair labor practices against its employees in response to the employees’ protected union organizing activities. The NLRB found that, during the critical period before the union representation election, the employer unlawfully interrogated employees, solicited grievances, impliedly promised improved benefits, assisted and encouraged the circulation of an antiunion petition, and permitted employees’ antiunion activity at its facility while barring employees’ prounion activity. In addition, the employer also unilaterally changed its employees’ schedules an hour after the union election victory had been announced, in violation of the NLRA.
