Workplace Relations Minister Tony Burke will today outline more details regarding Labor's pre-election promise to legislate a new definition for who is classified as a "casual".

The government says the change closes a legal "loophole" that keeps some people classified as casuals despite working regular permanent hours, giving them access to leave entitlements and more financial security.

In a speech to the Sydney Institute today, Mr Burke will say some employers are "double dipping" by treating casual workers like permanent employees without giving them the benefits of secure employment.

"Many casuals won't want a permanent job. If you're a student or just working a casual job to make some extra money, this change won't matter to you," Mr Burke will say according to excerpts of his speech seen by the ABC.
