City council reviewing tree governance - Coshocton Tribune

COSHOCTON Coshocton City Council and Mayor Mark Mills are reviewing legislation for possible amendment regarding trees in city limits.

At the last city council committees meeting, Councilwoman Michelle Turner Ganz said she'd like to review previous legislation regarding the establishment of a tree commission and Coshocton being declared a Tree City USA through the Arbor Day Foundation. Turner Ganz said she recently attended a tree commission meeting and she feels like there is disconnect between the organization and council.

The commission was established in 2014 regarding the care and maintenance of city trees in cemeteries, parks and the tree lawn. There's an estimated 3,500 trees in city limits. Turner Ganz said the commission is working on a master plan for trees in the city, including Roscoe Village and Clary Gardens.

Mills said he's reviewing legislation from other cities for ideas on amendment. He feels the current legislation is a bit expansive on powers as compared to other municipalities. He said it shouldn't be the city's responsibility for trimming or removing trees on private property, it should be the responsibility of the property owner.

Mills, part of that disconnect Turner Ganz mentioned, said property owners have been told by tree commission members that the city can take care of trees as needed in the past. He feels the city going onto private property is government overreach.
