Tomorrow’s July City Council meeting represents the last chance Mayor Brandon Johnson and his allies have to introduce significant legislation for approval before the start of the city’s annual budget season, which tends to soak up the legislative oxygen at City Hall.

It appears the new mayor’s first legislative battles will be over measures that will primarily benefit lower-wage workers at the expense of their employers. Two ordinances – one to gradually eliminate the city’s sub-minimum wage for tipped workers and another to increase the amount of paid time off mandated by the city – are likely to be introduced Wednesday.

The first, pushed by the One Fair Wage group, would revisit a 2019 push to do away with the city’s tiered wage rules for tipped employees, gradually mandating restaurants and bars pay their workers the city’s minimum wage with tips allowed on top.

The second ordinance, set to be introduced by Ald. Mike Rodriguez, 22nd, with backing from the Chicago Federation of Labor, would expand upon a new state law mandating employers provide a certain amount of paid time off for their workers.
