The City of Boise settled a second whistleblower lawsuit with a Boise Police officer dating back to the tenure of Mayor Dave Bieter.
On Monday, city spokesperson Maria Weeg sent a news release announcing an agreement with Boise Police Department officer Norman “Denny” Carter for $375,000 more than three years after he first sued the city and former Police Chief William Bones. The suit alleged former Boise Police Lieutenant Greg Oster “openly” sold weapons, both to officers and to the public, through his private company out of his police department office. Carter also claimed Oster, who became his supervisor in 2015, retaliated against him after he raised concerns, and that other officials failed to prevent the retaliation.
Carter filed another complaint in court alleging the retaliation continued in response to his first complaint in 2019. A June 2018 report from Boise’s Human Resources Department found Oster acted unethically, but it also found that Carter had not been retaliated against at that time, according to the Idaho Press.
“The settlement was reached after both parties evaluated the merits of the case and the resources required for further litigation,” Weeg said.
Carter’s attorney Howard Belodoff was equally brief, as is typical in settlement agreements. He told BoiseDev Carter was “satisfied” with the results.
