NORWALK, CT — A Norwalk dentist has agreed to pay $150,000 to settle allegations she violated state and federal false claims laws by making prohibited payments to a patient recruiting company, Connecticut Attorney General William Tong announced on Friday.
The settlement with Dr. Nazneen Jaffri resolves claims that she paid fees for patient referrals in violation of the federal anti-kickback statute and Connecticut Medicaid program rules, according to Tong. A federal court also entered judgment against Jaffri for the remaining balance of the settlement.
Officials said Jaffri, who was enrolled in the Connecticut Medical Assistance Program, paid a third-party company $116 for each Medicaid patient it referred to her between January 2019 and April 2021, when those patients received dental services beyond routine cleanings and exams.
Authorities said such payments are prohibited under federal law, the state’s Medicaid provider agreement and the Connecticut Dental Health Partnership provider manual.
“Paying kickbacks for patient recruitment is illegal,” Tong said in a statement. “Dentists participating in Connecticut’s public healthcare programs are responsible for knowing the law.
