Former police chief files whistleblower suit against City of Quincy - WCTV

QUINCY, Fla. (WCTV) - Recently fired Quincy Police Chief Carlos Hill filed a federal lawsuit against the City of Quincy, claiming he was wrongfully terminated for blowing the whistle on misconduct.

The whistleblower lawsuit was filed in federal court on Wednesday and seeks damages in excess of $75,000 for lost wages, damage to his reputation and emotional distress.

Hill served as Quincy Police Chief for more than eight years before he was fired on February 4, 2026. A week later, Hill said during a city Commission meeting that he was terminated without proper process.

The 11-page lawsuit claims that Hill suffered disparate treatment and retaliation “at the hands of specifically but not limited to City Commissioner/Mayor Pro Tem Michael Stephens and City Manager Roger Milton.”

The bulk of the allegations focus on an incident on February 2, 2026.

According to the lawsuit, a citizen claimed Commissioner Stephens came onto her property “shouting aggressively” and threatening her and her husband.

Hill says he began to investigate the complaint, but claims when he reported the incident to the City Manager, Milton declined to “initiate any inquiry, or take any action regarding the reported misconduct despite being informed of the allegations involving a City official.”

Hill was fired two days later.

The suit acknowledges that Milton “had the authority, without review, to terminate Plaintiff,” but says Hill was never the subject of any disciplinary...
