- Federal raids at 15 Zipps locations in the Phoenix area highlighted shortcomings in Arizona's E-Verify employment verification law, which is often ignored by employers.
In late January, Homeland Security agents raided 15 locations of Valley sports bar Zipps after receiving a tip 11 months beforehand that they were employing undocumented immigrants.
Thirty-nine workers suspected of being in the country illegally were arrested and federal agents said they found evidence of widespread document fraud used to sidestep employment eligibility rules. When authorities ran Social Security numbers from the I-9 employment forms provided by Zipps, 76 employees were identified to have multiple active employers.
The raids didn't uncover radical criminal acts by illegal immigrants, even though President Donald Trump deployed Immigration and Customs Enforcement officers to target "the worst of the worst." But it did shine light on holes in Arizona's groundbreaking employment verification law.
E-Verify was set up in 2008 to bar the demand for illegal workers, but in 2025, the Arizona Republic found that no state law enforcement agency is routinely looking for violations. Employers often ignored it.
