Increase in whistleblowing disclosures: sign of progress or deep-rooted problems? - People Management

As research reveals surge in anonymity and number of dishonesty claims hit record high, experts call for ‘authentic, transparent communication’ to rebuild trust

Whistleblowing activity increased by 16 per cent in 2024, according to Safecall’s latest Whistleblowing Benchmarking report, with HR-related issues making up the majority of concerns raised.

More than half (55 per cent) of all HR reports involved allegations such as bullying, discrimination and unfair treatment.

Joanna Lewis, managing director of Safecall, said the spike was driven by “growing awareness around the importance of being able to speak out,” as well as organisational responses to recent legislative updates like the Worker Protection Act.

Certain sectors saw notably higher reporting rates; the nonprofit sector led with one report per 100 employees, while food processing, wholesale and emergency services also registered high volumes. In contrast, Safecall’s cross-sector average was one report for every 370 employees.

Reports of dishonest behaviour – such as bribery, fraud and theft – hit a record high, now comprising 19 per cent of all disclosures. Housing associations were particularly affected, with 60 per cent of reports in that sector relating to dishonesty.
