The IRS has introduced its first multi-year strategy to modernize the Whistleblower Program. The new operating plan outlines the agency’s goals to process claims faster, protect whistleblower data, and boost tax law enforcement through credible tips.
Six Priorities Guide the New Strategy

- Deliver fair and timely whistleblower awards.
- Improve communication with whistleblowers.
- Safeguard confidential information.
- Support IRS staff with better tools and training.
These goals guide 38 specific initiatives. Some focus on short-term improvements, while others address long-term reforms. Together, they aim to increase public trust and program effectiveness.
IRS Recognizes Value of Whistleblowers
John Hinman, director of the IRS Whistleblower Office, said the plan reflects feedback from stakeholders. The agency consulted whistleblowers, legal experts, oversight groups, and internal teams.
“Whistleblower information plays a critical role in tax enforcement,” said Hinman. “It improves fairness, strengthens our voluntary tax system, and helps close the tax gap.”
Record-Setting Results Continue
Since 2007, the IRS has awarded over $1.3 billion to whistleblowers. These tips helped recover more than $7 billion in unpaid taxes and penalties. In fiscal year 2024 alone, the agency paid $123.5 million in awards, its third-highest total on record.
