The Royal Thai Government Gazette has officially published the Organic Act on Anti-Corruption (No. 2), B.E. 2568 (2025), with the primary aim of strengthening protections for whistleblowers and fostering greater public participation in the fight against corruption.
Mr Sarote Phuengrampan, Secretary-General and spokesperson for the National Anti-Corruption Commission (NACC), announced that the new law, effective as of June 5, 2025, reinforces legal mechanisms to protect individuals who expose corruption from being subjected to Strategic Lawsuits Against Public Participation (SLAPP).
The Act stems from the revised National Reform Plan on Preventing and Suppressing Corruption and Misconduct under the "Big Rock" strategy. This includes activities focused on expanding access to information and developing an effective system for whistleblower protection. The updated law explicitly incorporates Anti-SLAPP principles, shielding individuals who, in good faith, report wrongdoing, provide evidence, or express opinions that aid in official duties or pertain to offences under the NACC’s jurisdiction.
Key whistleblower support measures under the Act include:
- Criminal cases – If a whistleblower is maliciously targeted during police investigations, prosecution, or court proceedings, the NACC may issue a protection resolution and provide legal assistance, including representation and litigation expense support.
