North Bend candidate's allegations don't merit criminal investigation, officials say - KPIC News

NORTH BEND, Ore. — The Oregon Department of Justice Friday issued a statement dismissing a request by North Bend resident and former mayoral candidate Jim Rose that a criminal investigation be conducted into the actions of appointed and elected city leaders, North Bend City Administrator David Milliron said in a media release Friday.

“The request stems from allegations against North Bend officials regarding an incident involving the Southwest Oregon Regional Airport District and a TSA employee,” wrote Michael J. Slauson, Chief of Counsel for the Criminal Justice Division of the Oregon Department of Justice.

A week before the November municipal elections, Rose penned his request in a letter to Coos County District R. Paul Frasier, who referred the matter to the Justice Department. According to the news release, Rose alleged “the three highest ranking public officials” were somehow “implicated in the events in question.”

Rose named City Administrator David Milliron, Police Chief Gary McCullough, and Mayor Jessica Engelke in his correspondence.

Rose also said, “possibly other elected and non-elected officials may have been aware of and may have been participants in what could possibly be a criminal conspiracy to bring these false charges against this federal TSA officer.”

District Attorney Frasier responded to Rose on November 9, stating: “While I believe my reasons ... are sufficient to decline your request, due to the close working relationship I have with Chief McCullough...
