Once top-paid Connecticut counselor sentenced for defrauding Medicaid out of more than $1.6 million - FOX61 Hartford

Rachel Collins, 44, was sentenced to three years and one month in prison for submitting over 17,000 claims to Medicaid for services she didn’t provide.

HARTFORD, Conn. — A 44-year-old Hamden woman was sentenced in Hartford federal court on Monday for defrauding Medicaid out of more than $1.6 million while submitting more than 17,000 false claims.

Rachel Collins was sentenced to three years and one month in prison, according to a release this week from the Acting U.S. Attorney for the District of Connecticut.

Court documents and statements made there reveal that Collins was a state-licensed professional counselor who owned Rachel Collins, LPC Counseling Services LLC in North Haven.

From January 2020 through May 2023, Collins was the highest paid behavioral health clinician in Connecticut enrolled in Medicaid.

Collins offered psychotherapy treatment to children, teens and adults but primarily worked with young individuals with a variety of behavioral and mental health issues. She was enrolled individually as a Behavioral Health Clinician provider in the state’s Medicaid program.

On Aug. 6, 2024, Collins pleaded guilty to one count of health care fraud.
