ORANGE, Ohio -- Stephen Byron, who has been the village’s law director for 22 years, intends to retire from his village employment, then be rehired for the same position.
On Wednesday (Oct. 12), an ordinance was introduced to Village Council that would set the retire-rehire deal in motion.
The ordinance authorizes Mayor Kathy U. Mulcahy to enter into an agreement with Byron and his Beachwood-based law firm, Singerman, Mills, Desberg & Kauntz Co., for legal services from Jan. 1 through Dec. 31, 2023, and confirms the appointment of Byron as law director.
Byron would retire this Dec. 31. Council and the village would then retain his services and his law firm for another year, effective Jan. 1.
Council left the ordinance on first reading Wednesday and will likely vote on it after a public hearing on it Dec. 7.
Council is required to give more than 30 days public notice and to hold a public hearing regarding the matter, since the appointment would be made by a legislative authority, Byron said.
In an interview, Byron said the terms and conditions of his contract with the village would remain the same if the ordinance is approved. He would continue to represent the village in connection with various routine matters for a retainer of $4,043 per month next year.
