From August to December 2025, several regulatory measures were adopted in Uzbekistan that relate to labor relations and HR management. This Legal Alert provides an overview of key changes and outlines areas that may be relevant to business operations.

Abolition of the annual limit on overtime hours

Law On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan No. ZRU-1095 dated 11.11.2025

Effective date: November 12, 2025

The Law introduces amendments to the Labor Code concerning overtime work.

How can this affect your business?

  1. Workforce planning: Removal of the annual cap may expand the circumstances in which overtime can be used to address peak workloads (e.g., seasonal demand or time-sensitive projects), subject to other applicable Labor Code requirements.
  2. Payroll cost exposure: The law introduces minimum overtime pay rates of 1.5x for the first two overtime hours and 2x for each subsequent hour. Where overtime is performed in harmful or hazardous production conditions, the 2x rate applies for each overtime hour.

Potential Practical Implications

The changes may require updates to the employer’s internal policies and local regulations governing the arrangement of overtime work and related compensation.
