Philadelphia psychiatrist to pay $3M to settle false claim allegations - Philadelphia Business Journal - The Business Journals

A Philadelphia psychiatrist and his wife have agreed to pay the federal government $3 million to resolve False Claims Act allegations that included submitting false bills to the U.S. Department of Labor's Office of Worker’s Compensation Programs.

As part of the settlement announced Monday by the U.S. Attorney's Office, Dr. Harry Doyle and his office assistant and wife Sonya Doyle, the sole employee of Dr. Doyle’s mental health practice, also agreed to be voluntarily excluded from federal health care programs for a period of 25 years.

The settlement is not an admission of any wrongdoing by the Doyles.

The allegations against them included billing the Office of Worker’s Compensation Programs for psychiatric services that were not provided, along with upcoding (billing for a higher level of service than what was actually provided, including billing for more therapy time than spent with the patient) and double-billing patient claims.

Efforts to reach the Doyles at Dr. Doyle's Center City practice were unsuccessful.

A multi-agency investigation of Dr. Doyle’s practice found that from January 2013 through April 2021, the Doyles allegedly billed for services not rendered, some of which occurred when the Doyles were not physically present in the United States. The Doyles also allegedly billed for canceled and no-show appointments as if they had actually occurred.

According to the U.S. Attorney's Office, the settlement represents the largest recovery against a single psychiatrist...
