The IRS acted improperly when it denied an award to a whistleblower who reported wrongdoing on the part of the Dutch bank that employed him, a divided federal appeals court ruled Friday.

The US Court of Appeals for the DC Circuit sided with the estate of Joseph Insinga, which challenged the IRS’s determination that he wasn’t entitled to a payout because the information he provided didn’t actually help the government collect a tax debt.
