A new memo reveals more about the City of Boise’s reasons for losing confidence in now-terminated Office of Police Accountability Director Jesus Jara.

According to a November 1 memo obtained by BoiseDev in a public records request, the city says Jara was slow to appoint an outside attorney to review and advise his work at the OPA and knew some of the complaints from officers about former Police Chief Ryan Lee were false and did not take action against the officers. The memo also reiterates the city’s position that Jara acted outside of the legal scope of the law governing the OPA by taking in complaints from Boise Police officers, instead of directing them to Internal Affairs or to Human Resources.

Jara referenced the memo and being falsely accused of misconduct in his lawsuit against the city, but the details of the memo had not been publicly revealed until late last week when the memo was obtained by BoiseDev & The Idaho Statesman.

In response to questions about the allegations in the memo, Jara’s attorney Grady Hepworth said he hadn’t received any documents from the city he’d requested and declined to answer our detailed questions. He then accused BoiseDev of “clearly being manipulated” by the City of Boise. He questioned why BoiseDev and other news outlets had records from the city when, he claimed, his office had not. Hepworth said he “cannot participate in this calculated political stunt and misinformation campaign.”
