Centralization and Rehabilitation Project
Pursuant to 2 C.F.R. § 200.320(b)(2), Brunswick County is requesting qualifications statements from qualified engineering, environmental, and water resource firms for the services associated with development of a Preliminary Engineering Report to provide recommendations for centralization, rehabilitation, and expansion of the Ocean Isle Beach Wastewater Treatment Plant (“Ocean Isle Beach WWTP”) and the associated wastewater transmission system as more fully set forth herein.
Background and Project Overview
In an effort to regionalize wastewater treatment in the area, Brunswick County (“County”) and the Town of Ocean Isle Beach (“Town”) entered into an agreement in 2012 whereby the Town’s aging wastewater treatment plant was conveyed to County. The Ocean Isle Beach WWTP is currently permitted to treat 1.050 MGD and includes a transfer pump station and force main that allows a daily maximum of 0.293 MGD to be transferred to the West Brunswick Regional Facility for treatment. The Ocean Isle Beach WWTP currently has a Non-Discharge Permit with re-use water applied to dedicated tree farm and turf farm surface irrigation sites. The plant currently uses a sequencing batch reactor type of treatment and operates under DEQ permit number WQ0006085.
