EL PASO, Texas (KFOX14) — El Paso area school district officials have a zero-tolerance policy when it comes to teachers knowingly engaging in inappropriate relationships with students.
However, when educators are falsely accused, the consequences of the mere allegation can be detrimental to their careers.
“An adult is an adult, and they have a moral obligation and responsibility to protect the safety and security of students,” said Bobbi Russell-Garcia, Chief Human Resources Human Capital Management Officer with the Ysleta Independent School District.

So far in 2023, the Texas Education Agency reports there have been 169 investigations launched across the state involving inappropriate student-teacher relationships.
The agency reported that one of the biggest spikes was six years ago when there was a 42 percent spike in cases, the most the agency has received in the previous 10 years.
In response to that spike, House Bill 3 was passed requiring, among other things, for Texas schools to report to TEA when there is evidence that an employee was involved in inappropriate conduct with a student or minor.
