Troubling misconduct by S.F. city workers detailed in whistleblower reports - San Francisco Chronicle

Selling contraband on city property. Showing up to work intoxicated. Bullying and harassing other workers.

These are just a few examples of the numerous alleged incidents of misconduct by city employees in 2024 as outlined in whistleblower reports that also highlighted accusations of nepotism, illegal behavior and conflicts of interest.

Every quarter the San Francisco Controller’s Office puts out a whistleblower report detailing instances of improper behavior, misuse of funds, wasteful government practices or poor delivery of services by city workers.

Last year the Chronicle reported on the bad behavior of some workers between Jan. 1 and March 31, 2024 — including instances of workers allegedly sleeping on duty, stealing city property and hiring family members to public jobs. During the 2023-2024 fiscal year, the whistleblower program closed 631 reports in an average of 52 days.

The three latest quarterly reports show how city workers behaved during the rest of the year, from April 1 to Dec. 31.

The department with the most allegations was the department of public health. Other departments like the municipal transportation agency, the police department, public works, and the department of homelessness and supportive housing also had numerous worker complaints.

There are more than 35,000 employees and thousands of contractors who do work with the city, and anyone can file a whistleblower report on them, including city employees and residents.
