Some people attempt to secure whistleblower protection to avoid disciplinary action at work.
The Deputy Head of the National Agency on Corruption Prevention, Serhiy Gupyak, spoke about this at the fifth annual conference “Whistleblowers of Corruption in Ukraine: Successes and Challenges”.
Manipulations of the Whistleblowing Institute
“We face a challenge – some people try to manipulate the whistleblowing institute. There are cases where a person genuinely has problems with their work; understanding this, they want to protect themselves with whistleblower status and avoid real, objective disciplinary accountability, so they begin to allege corruption in order to obtain that status and protection. We have such a practice this year and an understanding of how to distinguish these things, how to move forward in a consistent manner to refute one or prove the other”

Additionally, the deputy head of the National Agency on Corruption Prevention said that for the current year the agency has relaunched its communications strategy on whistleblowers: new platforms have been launched, a guide for whistleblowers has been developed, and information support for citizens who want to submit information about corruption has been strengthened.
According to Gupyak, the agency’s research shows growing willingness of the population to become whistleblowers and a rising positive perception of this role in society.
