Virginia lawmaker's bill would repeal right-to-work law; Spanberger opposes plan - WJLA

ARLINGTON, Va. (7News) — Democratic State Senator Jennifer Carroll Foy of Prince William County introduced a bill to repeal provisions in Virginia’s right-to-work law.

The right-to-work law allows workers to opt out of union dues and membership.

7News reached out to every Virginia lawmaker in Northern Virginia and surrounding counties to see if they support Carroll Foy’s bill.

"I look forward to making collective bargaining available to all state and local government employees and giving Virginia private sector workers better tools to allow them to earn a fair living,” Democratic State Senate Majority Leader Scott Surovell told 7News.

“Right-to-work has been a long-standing and successful pillar of Virginia’s economy, helping to drive our growth and stability for decades,” Republican Del. Bill Wiley told 7News. “It protects the flexibility and momentum that businesses, especially small businesses, need to thrive. Undermining this framework by forcing workers into union membership would slow economic progress, limit job opportunities, and place new burdens on the very employers who keep our communities strong. I cannot support any measure that risks reversing the progress Virginia has worked so hard to build.”

In January 2026, Democrats will continue to have majorities in the Virginia House of Delegates and the State Senate. Abigail Spanberger, a Democrat, will be sworn in as the next governor of Virginia in January.
