Whistleblower lawsuit filed against DC Mayor alleges retaliation for exposing 911 problems - WJLA

The former Interim Director of DC’s 9-1-1 call center has filed a whistleblower lawsuit against Mayor Muriel Bowser, The District of Columbia, the Office of Unified Communications and DC-Fire and EMS, alleging retaliation for her attempts to publicly expose and correct problems at the beleaguered agency.

Cleo Subido took over the Office of Unified Communications in January 2021 when its previous director, Karima Holmes, left as an audit of the agency was announced.

The scathing investigation eventually revealed, among other things, delayed response times, blown addresses, unanswered calls and a performance level that fell below national standards, with Holmes at the center of leadership during most of the time investigators considered.

Despite the blistering results of the October 2021 audit, and follow-up audits that documented improvements under Subido’s interim leadership, Mayor Muriel Bowser dismissed Subido from her position as Interim Director, brought Karima Holmes back in that capacity and then, to the surprise of many, fought to have Holmes again placed in the position of OUC Director.

“I have to think that the mayor was very poorly advised,” said DC Auditor, Kathy Patterson. It was a huge surprise to have her renamed.”

Ultimately, the DC City Council made it known it would not approve Bowser’s reappointment of Holmes, and the mayor withdrew the nomination but passed over Subido, whose lawsuit alleges she was pushed out for disclosing “violations of laws and...
